Unify loading behavior when cloning an inexistent repository

Antoine R. Dumont requested to merge ardumont/swh-loader-mercurial:unify-loader-behavior into master

This also unifies with other loaders. Prior to this commit the visit was in status failed, now it's a not found like any other loaders.
