Increase log verbosity for production use

To help diagnose production issues, add a bit more INFO-level logging in pack fetching and object loading.

This removes the spew of the remote logging on stderr in favor of a more consistent logger.

Both logs are throttled to only print a line every few minutes, to avoid spamming.
