Phabricator lister only creates one loading task

While working on fixing #1997 (closed), I noticed the Phabricator lister only creates one loading task in the scheduler database. More precisely, only the first listed repository gets a loading task created while all the others get filtered out. This is a critical issue and must be fixed.
