Deploy phabricator lister on swh forge

• User swhbot account created (generated api token for it)
• Install password for that account in credential store
• Install api token in configuration
• !68 (closed): Adapt lister so that it reads api token from configuration file (so that it's deployable)
• Add necessary task type for the lister (list-phabricator-full, list-phabricator-incremental)
• Initialize tasks for listing the actual forge
