Deploy phabricator lister on swh forge

User swhbot account created (generated api token for it)
Install password for that account in credential store
Install api token in configuration
!68 (closed): Adapt lister so that it reads api token from configuration file (so that it's deployable)
Add necessary task type for the lister (list-phabricator-full, list-phabricator-incremental)
Initialize tasks for listing the actual forge
