codemeta: Add https://w3id.org/codemeta/3.0 as alternative context URL

This does not mean we fully support CodeMeta 3.0 at the time of writing but it should fix most of the bibtex citation generations when that URL is used as context in codemeta.json file.

Fixes swh-web#4822 (closed).

https://w3id.org/codemeta/3.0 does not lead to the same file as the others. Could you download the v3 file to the data dir, and then add support for it in the _document_loader?
