Latest version of kafka-manager in docker venv is a bit broken

In the docker dev environment, latest kafka-manager images does not allow out of the box to create a new cluster because of https://github.com/yahoo/CMAK/issues/731

There should be a workaround in the container startup script or so (see https://github.com/yahoo/CMAK/issues/731#issuecomment-643880544 )
