Import Phabricator/Arcanist/Git/Python guides from the wiki

vlorentz requested to merge generated-differential-D5266-source into generated-differential-D5266-target

It was decided to haveall the developer documentation in the Sphinx doc, instead of splitting it between Sphinx and the wiki.

This commit just imports contents from the wiki pages and reformats it in ReST, there is no change in the content.
