sysadm/deployment: Add how to run swh stack in a local kube cluster

This starts the documentation on how to run an actual swh stack the same way the production is running in a local kubernetes cluster.

Note that the documentation depends on scripts that are not yet pushed in swh-charts (soon). [1]
