It is more compact, easier to edit, parseable, and I am planning to use it to generate other tables (eg. to track completion of sub-goals, such as collection of extrinsic metadata and indexation of intrinsic+extrinsic metadata) As a side-effect, I updated Phabricator links to GitLab links
