Makefile.sphinx: Exclude swh/*/conftest.py files from apidoc processing

Antoine Lambert requested to merge generated-differential-D8822-source into generated-differential-D8822-target

Such files are not of interest for API documentation and can generate doc build errors.

Since swh-web tests reorganization, we now have such file so we need to exclude it from apidoc processing.
