When calling 'django.setup()', django applications are registered
but only the first time it is called.

To force the registration of applications after changing the django
settings module, the method 'django.apps.apps.set_installed_apps'
must be called.

This fixes autodoc issues with swh-web and swh-coarnotify packages.

swh.storage.pytest_plugin tries to import pytest_shared_session_scope when
autodoc discovers it

- staging node was migrated to a redundant ES in the kubernetes
cluster and has no more public address
- production nodes [1-3] were vms migrated to bare metal servers [4-6]

Bump development tools: mypy, codespell, isort, ...

Move all tools configuration in pyproject.toml.

Remove no longer needed mypy overrides.

code-block is the sphinx (more featured) version of rst's code
directive.

- deploying a swh-search service (thus an elasticsearch one as well)
  is now mandatory,
- update the docker deployment doc according to latest developments.

Source to redirect must be a docname and redirect link must be relative
to the redirected document.

This also reverts commit dbc52f9d as
those files are no longer needed.
