Fix swh-scheduler-runner config

David Douard requested to merge generated-differential-D862-source into generated-differential-D862-target

Ensure the scheduler.yml is properly loaded. For some reason, it seems to require the presence of the file in both directories /etc/softwareheritage/ AND /etc/softwareheritage/worker/
