Clean up the schedule_with_queue_length script for integration with swh.scheduler

 - Drop indexer tasks, do not exist anymore
 - Pull task settings from the scheduler database instead of hardcoding them
 - Support arbitrary queue name prefixes
 - Parse extra args and kwargs directly from the call arguments
 - Update arguments for modern loaders
