keycloak: Use a public keycloak URL in swh-web configuration

Update keycloak URL in webapp configuration to use docker network gateway IP and nginx public port.

It enables to have valid URLs to keycloak if some links are generated from the keycloak URL read from webapp configuration (see swh-web!1281 (diffs, comment 171873)).
