Testing recovery bundles in swh-alter requires `rage` and `rage-keygen`.

The author provides a pre-built Debian package on GitHub upon release.
We now install its dependency, fetch the package and use `dpkg` to add
it to the system.

It is required by swh-lister to list CRAN packages.

This avoids having to hardcode it in the swh-jenkins-jobs repo.

This is needed by opam init.

pyenv doesn't keep the old betas around, using the -dev version should
be more stable until there's a 3.12 release

This allows testing for updates of dependent images

https://bugs.debian.org/cgi-bin/bugreport.cgi?bug=1030129 now reliably
triggers, with the openjdk update in security.debian.org. Work around it
by installing the headless jre in the first stage.

This reverts commit 7b3dea4a.

Finally, using sphinx-carousel turned out better suited for the needs
of swh-alter documentation.

The swh-alter documentation wants to use `convert`.

Do not use tox provided by debian and install it from pip to get
its latest version.

Link to download kafka 3.3.1 is now a 404.

REGISTRY argument is overriden by a Makefile command as it is used in other
dockerfiles in this repository. This dockerfile did not use a REGISTRY argument
until previous commit so rename it to SWH_REGISTRY to prevent errors when
rebuilding images.

This is using the new swh container gitlab registry and install such binary.
This demonstrates how to use that new container while allowing dev on the svn
loader (using that new binary) to happen.

This is required in order for swh tests that use nix binaries being able
to locate them.
