Define exchange format for graph data back-ingestion into SWH main archive

As discussed in #52, we need to export the new graph data we obtain during the GitHub lag ingestion back into the SWH main archive. For that, the graph data needs to be temporarily stored in a certain format. This issue tracks the definition of this format.
