integration with HAL for SWORD-based deposit (meta task)

I'm splitting this from swh/devel/swh-deposit#647 (closed), as HAL integration is not the only use case for SWORD-based deposit. Hosting complete & corresponding source code tarballs for compliance reasons is another one.

I'm adding this meta-task to the grand HAL-opening thinking it can (and should) be resolved after accomplishing this milestone.

I think we can close this one :-)
