Fix permission mismatch between views and the API

Moderation views (Both listing and request dashboard) are rendering pages for users with admin/staff permission. API is accepting only the requests from a user with moderator permission. This is causing inconsistency when submitting form as admin/staff (with no associated moderator role), the staff/admin cannot submit changes.
