[Add forge now] Send submission mail to forge

when a request is submitted, the moderator has to send a message to the forge contact, in the Request dashboard view.

The message should mention the submitter name to the forge. (i.e. " has submitted an add forge request for your forge...") : optin the submitter : only if the submitter checks "accept"

Warning : check legal obligations in the mail template (unsubscribe link ?)

pre-conditions :

• request status = pending
• forge contact information has been verified ("manual" verification by the moderator)

fields :

• message template (editable)

actions :

• send to forge contact
