Create a UI to cook snapshots

Via the Web UI, it is currently only possible to cook revisions (and possibly releases soon).

I think it would be nice to add an option to cook snapshots. Currently it is not an option because it would use too many resources, we need swh-graph to be somewhat up-to-date.
