Prepare collaborative document for how to use SWHID on WikiData for preservation and discovery

With the WikiDigi working group and the FORCE11 & RDA software Identification WG, we need a place to capture the discussion over software artifact granularity and identification in Wikidata. This will be a collaborative document that might set the stage for the state of the art document.
