Ensure updating of the documenation is atomic

See #1249 (closed). Ideally, the Jenkins job that builds and scp the doc on the web server should upload it to a new directory then symlink the DocumentRoot of the doc to that new directory or something similar.

To upload designs, you'll need to enable LFS and have an admin enable hashed storage. More information
