Migrate remaining modules to remote scheduler api use

Migrate the remaining modules to use the scheduler's remote api:

• swh-lister
• swh-deposit (rDDEP7e535ab1c196fdeab8722ef610ca1d02ceadbc58)
• swh-vault (swh/devel/swh-vault!27 (closed) pended, was accepted but got rebased, amended, now again pending for review)
• scheduler's own utilities

Impacts:

• swh-site's defaults.yaml configuration
