Deploy next swh version v380

Includes:

• swh.web v0.9: Enable citation feature for staff member (demo for roberto)
• swh.lister v6.9.1: Fix issue for save-bulk lister
• swh.scheduler v2.6.1: Improve logging in scheduler-runner-first-visits

staging:

• swh/infra/ci-cd/swh-charts!496 (merged): swh-charts: Merge new version(s)
• Let argocd deploy
• Tag grafana with "deployment environment=staging service=lister service=web service=scheduler"
• Checks
  • Check model version upgrade if any (e.g. webapp, scheduler, storage primary, storage secondary replica, ...)
  • Check pod images are pulled correctly
  • Check pods are running without issues (rpc starts, celery workers consume messages, ...)

production:

• swh-charts: Merge staging branch into production
• Let argocd deploy
• Tag grafana with "deployment environment=production service=lister service=web service=scheduler"
• Checks
  • Check model version upgrade if any (e.g. webapp, scheduler, storage primary, storage secondary replica, ...)
  • Check pod images are pulled correctly
  • Check pods are running without issues (rpc starts, celery workers consume messages, ...)G
