granet: Add proper systemd network configuration

Puppet is deactivated there for now. Since its upgrade, this machine cannot reboot properly.

Plan:

• Declare proper network configuration file (this must use systemd-networkd now).
• Remove non-functional puppet configuration.
• Enable back puppet
• Add maintenance grafana tag about this.

Requirement:

• Fix idrac access
