Gitlab was not backed up since 17d (2024-02-20)

The backup job is pending because of no enough requestable resources

As a workaround, a rollout restart was done on the the gitlab webservice deployment which freed enough memory to launch the backup

We should be notified if some pod/jobs can't be executed or are failing on this cluster
