Deploy next swh version v180

Contains:

• swh.deposit v2.0: It adds stricter checks to incoming deposits (fine to deploy now)
• swh.icingaplugins v0.5.5: More resilient get queries for the deposit icinga check
• swh.storage v1.18.7: Various fixes (query formatting, forward query argument to exception)

staging:

• storage1.staging: Upgrade package & Restart gunicorn-swh-storage (if storage is impacted)
• swh/infra/ci-cd/swh-charts!243 (merged): swh-charts: Merge new versions
• Tag grafana with "deployment service=storage service=deposit environment=staging"
• Let argocd deploy
• Checks

production:

• saam, moma, webapp1: Upgrade swh.storage package & Restart gunicorn-swh-storage
• moma: Upgrade swh.deposit package & Restart gunicorn-swh-deposit
• swh-charts: Merge staging branch into production
• Tag grafana with "deployment service=storage service=deposit environment=production"
• Let argocd deploy
