Deploy swh.storage v1.3

Changelog:

• interface: Add new method origin_visit_get_with_statuses
• Make postgresql's Storage client options configurable from config
• Upgrade internal tooling (and formatting)

Plan:

• Release new version
• Fix build issues if any

staging (storage1.staging, webapp.staging):

• Deploy new version
• systemctl reload-or-restart gunicorn-swh-storage

production (saam, moma, webapp1):

• Deploy new version

• Restart gunicorn-swh-storage

• Tag grafana with deployment tag (referencing this task for detail)
