Activate sentry for counter journal client

Issues like [1] are currently not reported for the counter journal client. Inspecting its journal client puppet profile, there is no sentry setup there indeed.

So adding the right setup should make it reportable. Other journal clients might benefit from it as well but let's start with this one first.
