Create debian packages for python-keycloak and python-jose

swh-web will depend on python-keycloak, itself depending on python-jose, to handle communications with a Keycloak server and the decoding of JWT tokens storing user permissions.

Those modules are not distributed in debian so we will have to create the packages. Hopefully, all required dependencies for these two modules are well present in debian.
