staging: Unify vlan declaration

Antoine R. Dumont requested to merge generated-differential-D8301-source into generated-differential-D8301-target

It was a problem once when we misnamed it and the error was unclear. Might as well centralize it within the default configuration to avoid that problem again.

Test Plan

terraform plan does not change since it's the same as before.
