Enhancement: AFN: automatically strip common forge URL suffixes when checking for duplicates

Often forge duplicates get submitted because one GitLab URL used /explore (possibly with parameters) and the other didn't, or one Gitea URL used /explore/repos (possibly with parameters) and the other didn't.

This wastes moderator time on finding these duplicates, and wastes server resources if the duplication isn't detected before approval.

It would be good if the forge submission could detect this, block the submission, automatically update the URL to remove the common forge URL suffixes and then prompt the user to resubmit the forge.
