[Add forge now] Refreshing the page loses the current tab

1. Go to http://127.0.0.1:5004/add-forge/request/create
2. Click "Browse requests"
3. Refresh the page

Goes back to the "Submit a request" tab.

I mentioned it in !1073 (closed), but it was landed without the fix to avoid blocking the rest of the sprint
