Reschedule loading of dumb git origins submitted to "Save code now" service

Git origins only supporting the dumb HTTP transfer protocol could not be loaded into the archive until recently (#2489 (closed)).

Such type of git origins were submitted during the last years to the "Save code now" service so we should identify them and submit new save requests to properly load them into the archive.
