Closing task due to change of plan.

tools in the metadata landscape do not produce the needed results so for now (until better tools are found) we will use and work on a local tool called 'swh-metadata-translator' - for parsing and translating metadata and 'swh-metadata-detector' - for detecting metadata in a revision/directory
