Update indexers' information about the name and version of the tools used for their computations
We want to record facts about what an indexer did according to a specific version of a tool.
The license indexer has already such information (in regards to nomossa).
This is about aligning the language, ctags, mimetype indexer's:
- data (swh-storage)
- schema (swh-storage)
- api endpoints (swh-storage)
- code (swh-indexer)
- puppet manifests (swh-site)
accordingly.
