Merged documentation hides package-level TOC structure

The old hierarchy was: API reference > swh.deposit > Specifications > Protocol specification

Now it is: Development doc > Contents > API reference > swh.deposit > Description > Specifications > Protocol specification

But because the last two are too nested, only this is shown: Development doc > Contents > API reference > swh.deposit

Which means the TOC cannot be used anymore to navigate within the same package.

Therefore, we need to:

  1. remove "Contents"
  2. remove "Description"
  3. add another level of nestedness
