Deposit checks should happen on the worker, not inside the RPC service

Deposit checks are a heavy operation (including fetching the tarballs and extracting them to check their contents), they should run on the deposit workers rather than on the RPC server.

The deposit check API should be refactored to allow a worker to submit deposit check results, rather than having the deposit check worker just trigger the check with an API call.
