Access to raw deposit files by the loader should not be proxied through the RPC service

For deposit raw files stored on azure, it would be much nicer if the raw access to deposit tarballs generated a redirect to a (temporary) shared access signature, which would free the RPC service to do more useful things such as service actual requests.
