Add some common SWHIDs to the “never removable” list

Jérémy Bobbio (Lunar) requested to merge lunar/swh-alter:extend-never-removable into main

Those where found by examining the list of objects with the highest in-degrees in the graph. More could probably be added once provenance has been streamlined.
