Deploy latest swh.vault v1.3.0

Contains improvments so vault workers can report their git bare cooking progress.

Plan:

• pulls swh.model (0.3)
• Update swh.vault server service (package)
• Upgrade swh-worker@vault_cooker
• Restart swh-worker@vault_cooker service
• Check it's ok (val did the checks)

for staging (done) and production
