Adapt rabbitmq monitoring for bullseye

the prometheus exporter is integrated in rabbitmq via a plugin.

There is no need to create a bullseye package of prometheus-rabbitmq-exporter.

The content of the generated stats must be check to see if the dashboards need to be updated
