hedgedoc: Detect and allow upgrade

New release 1.7.1 got released but it's not currently possible to upgrade it through puppet. The current manifest needs to be improved to allow it.

A new 1.7.2 release [1] which fixes CVE is needed so bumping a bit that priority.
